UHC Global Monitoring Report 2025.

  This edition of the UHC Global Monitoring Report 2025 reflects the first round of UHC tracking to incorporate revised SDG indicators for health service coverage ( SDG 3.8.1 ) and financial hardship ( SDG 3.8.2 ), introduced in 2025. Using the revised indicators, and reproduction of the full time series, the report has presented global and regional trends in service coverage from 2000 to 2023, based on time series data for 195 countries or territories, and global and regional trends in financial hardship from 2000 to 2022, based on primary country time series for 168 countries.   Более половины населения мира по-прежнему не имеет доступа к основным медицинским услугам. И четверть из них сталкивается с финансовыми трудностями при оплате медицинских услуг из собственного кармана, часто за счет еды, образования или жилья. Тема кампании Всемирного дня всеобщего охвата услугами здравоохранения 2025 года — « Непомерные расходы на здравоохранение? Нам это надоело! » — фокусируется на реальном опыте, стоящем за этой статистикой, напоминая лицам, принимающим решения в правительстве, что непомерные расходы на здравоохранение делают наши сообщества беднее и больнее и препятствуют достижению всех Целей устойчивого развития. Откладываете лечение из-за того, что оно слишком дорогое? Приходится выбирать между здоровьем и другими основными потребностями? Не можете позволить себе необходимые лекарства?

 لا يزال أكثر من نصف سكان العالم يفتقرون إلى إمكانية الحصول على الخدمات الصحية الأساسية. ويواجه ربعهم صعوبات مالية عند دفع تكاليف الرعاية الصحية من جيوبهم الخاصة، وغالبًا ما يكون ذلك على حساب الغذاء أو التعليم أو السكن. يركز شعار حملة اليوم العالمي للتغطية الصحية الشاملة لعام 2025، "تكاليف صحية باهظة؟ لقد سئمنا من ذلك!"، على التجارب الواقعية التي تكمن وراء هذه الإحصائيات، ويذكّر صانعي القرار في الحكومات بأن تكاليف الرعاية الصحية الباهظة تُفقر مجتمعاتنا وتزيد من انتشار الأمراض فيها، وتُعيق تقدمنا ​​نحو تحقيق جميع أهداف التنمية المستدامة. هل تُؤجل العلاج لأنه باهظ الثمن؟ هل تضطر للاختيار بين الصحة والاحتياجات الأساسية الأخرى؟ هل لا تستطيع تحمل تكلفة الأدوية الأساسية؟

 Más de la mitad de la población mundial aún carece de acceso a servicios de salud esenciales. Y una cuarta parte de ellos enfrenta dificultades financieras al pagar la atención médica de su propio bolsillo, a menudo a expensas de la alimentación, la educación o la vivienda. El lema de la campaña del Día de la Cobertura Sanitaria Universal 2025 , " ¿Costos de salud inasequibles? ¡Estamos hartos! ", se centra en la realidad que se esconde tras estas estadísticas, recordando a los responsables políticos que los costos de salud inasequibles empobrecen y enferman a nuestras comunidades y nos impiden avanzar en el logro de los Objetivos de Desarrollo Sostenible. ¿Retrasar la atención médica porque es demasiado cara?;  ¡Estamos hartos!. ¿Tener que elegir entre la salud y otras necesidades básicas?;  ¡Estamos hartos! ¿No poder pagar los medicamentos esenciales?; ¡Estamos hartos!

  Plus de la moitié de la population mondiale n'a toujours pas accès aux services de santé essentiels. Un quart d'entre eux rencontrent des difficultés financières pour payer leurs soins de santé de leur poche, souvent au détriment de l'alimentation, de l'éducation ou du logement. Le thème de la campagne de la Journée de la couverture sanitaire universelle 2025, « Des soins de santé inabordables?; Nous en avons assez! », met l'accent sur le vécu de ces personnes, rappelant aux décideurs politiques que le coût exorbitant des soins de santé appauvrit et fragilise nos communautés et nous empêche d'atteindre tous les Objectifs de développement durable. Retarder des soins parce qu'ils sont trop chers ? Devoir choisir entre la santé et d'autres besoins fondamentaux. Ne pas pouvoir se permettre des médicaments essentiels.

We’re sick of it! ”, focuses on the lived experience behind these statistics, reminding government decision-makers that unaffordable health costs are making our communities poorer and sicker and holding us back on all of the Sustainable Development Goals. Encouraging progress in low-income countries with largest gaps.

  Despite positive direction, the global progress rate has slowed since 2015 with only one-third of countries improving in both increasing health coverage and reducing financial hardship. All WHO regions have improved service coverage , but only half – Africa, South-East Asia, the Western Pacific – also reduced financial hardship. Low-income countries achieved the fastest gains in both areas but are still facing the largest gaps. The global increase in health service coverage has been driven largely by advances in infectious disease programmes. Coverage for noncommunicable diseases (NCDs) has shown steady improvement, while gains in reproductive, maternal, newborn, and child health have been modest. The   U HC Global Monitoring Report 2025 notes that improved sanitation has supported service coverage gains. At the same time, inclusive economic growth, rising incomes, and stronger social protection mechanisms have driven poverty reduction, especially in low-income countries...

Most countries make progress towards universal health coverage, but major challenges remain.

  Since 2000, most countries – across all income levels and regions – have made concurrent progress in expanding health service coverage and reducing the financial hardship associated with health costs, according to a new joint report from the World Health Organization (WHO) and the World Bank Group. These two indicators are the foundation of universal health coverage (UHC) – the global commitment that everyone, everywhere can access the care they need without financial hardship by 2030. The UHC Global Monitoring Report 2025 shows that health service coverage, measured by the Service Coverage Index (SCI), rose from 54 to 71 points between 2000 and 2023. Meanwhile, the share of people experiencing financial hardship due to large and impoverishing out-of-pocket (OOP) health payments declined from 34% to 26% between 2000 and 2022. As the global, multi-stakeholder platform for accelerating sustainable progress towards UHC , UHC2030 tracks UHC commitments and mobilizes high-level champions to support political advocacy for UHC . We also organize events and campaigns, and provide information on key meetings and events, including messaging and ways for advocates and other stakeholders to engage. Once the meetings and processes conclude, we work to maintain public and multi-stakeholder interest in the UHC agenda and to advocate for urgent action through related events, including UHC Day on 12 December . More than half the world’s population still lacks access to essential health services . And a quarter of them face financial hardship when paying for health care out of their own pockets, often at the expense of food, education or housing. Observed on December 12th ,  UHC Day is an annual rallying point for the global movement for health for all. It marks the anniversary of the United Nations’ historic and unanimous endorsement of universal health coverage (UHC) in 2012 . Building on momentum from 2024, this year's campaign will highlight the devastating human impact of unaffordable health costs and call on decision-makers to prioritize universal health coverage . About the UHC Knowledge Hub.

The UHC Knowledge Hub in Tokyo is a new initiative designed to support national senior officials in both Ministries of Health and Finance from low and lower-middle-income countries. Through capacity-building and knowledge sharing grounded in data and evidence, the UHC Knowledge Hub supports high-level officials in improving the equity, alignment, and effectiveness of domestic and international health financing in their countries. It is a collaborative initiative supported by the Government of Japan and established by WHO and the World Bank Group to support countries in accelerating progress towards Universal Health Coverage (UHC). Universal Health Coverage (UHC) High-level Forum 2025.

The UHC Global Monitoring Report 2025 is presented at the UHC High-Level Forum , jointly hosted by the Government of Japan, the World Bank Group, and WHO, in Tokyo, Japan. The Forum will also mark the official launch of the UHC Knowledge Hub in Tokyo , established by WHO and the World Bank Group with the support of the Government of Japan. The Hub offers capacity strengthening programmes for Ministries of Health and Finance to support health financing reforms . The Forum will provide a platform for senior officials from Ministries of Health and Finance, international organizations, and development partners to engage in a strategic dialogue on advancing UHC through strengthened collaboration and innovative approaches to health financing and systems reform. In addition, the Forum will celebrate the official launch of the UHC Knowledge Hub in Tokyo, established by WHO and the World Bank Group with the support of the Government of Japan.   The window to 2030, the SDG target year, is closing. Without accelerated and sustained progress, hard-won UHC gains risk being lost. Using revised and improved UHC indicators the 2025 Global Monitoring report presents the latest available UHC data and concludes with a call to shared action. Related to the financial hardship dimension of UHC:  • Out-of-pocket (OOP) health spending is voluntary, paid at point of care without risk pooling. In effect, it is what people pay directly from their own income, savings or loans when using health services or buying health products, excluding anything covered by insurance, taxes or reimbursements. It includes costs such as medicines, doctor visits, hospital care and diagnostics.
